Dense population calls for vertical structures. To contribute to its new community, a new structure must consist of public uses - such as: store fronts, restaurants, cafés, etc - on the street level. Offices and apartments are ideally situated above the street level for private use.  Hotels use both public and private. Research is needed to determine what the best ratio is: between public and private sectors of a structure.
